Louvander Welch of Rochester New York passed away on February 21, 2021 at the tender age of 72. She survived by her two children Latasha and Elliott; sister Brenda Seabrook, brother in law Otis (Lena) Welch, brother in law Bruce Castro; grandchildren, Ayssia, Alannya, Darrius and William; niece, Lisa (Walter) Rhim; nephews, Timothy, Cevin B. Welch & Larry Hill; along with many other family members.
